Combine all ingredients (except vanilla and puffed wheat) in pot on stovetop. Bring to a boil and let boil for 2 1/2 to 3 minutes. Remove from heat. Add vanilla. Pour over puffed wheat in a large bowl. Mix well. Pour into pan and let set. Want it to be soft and chewy. If sets up hard then it was cooked too long.
