In a crock pot put broccoli, onion, peppers, and carrots and broth. Set on high for 1-2 hours.
Whisk roux into 3 cups HOT water and add to crock pot. Stir well to mix all ingredients together.
Switch setting to 4 hours on low.
Just before serving add cheese and stir gently until melted.
Make Blond roux by cooking flour and oil together until just turning color.
