Pound meat to a thickness of 1/4 inch. With each piece about 5-8inches. Cut bacon inm half and arrange on meat. Top with a slice of cheese. Mix ground beef, egg, onion, garlic, parsley, bread crumbs, 1/2 t paprika, salt and pepper.
Mix well. Sprinkle w/parmesaen cheese. Place 1/4 filing on each piece of meat. Roll up each piece of meat, rollup and secure. Heat oil in large skillet or dutch oven. Add meat rolls and brown all sides. Stir flour into pan drippings then stir in water and wine.
Add sliced onion and gravy mix and blend well. Sprinkle with salt, pepper and paprika.
Cover and simmer 2 to 3 hours adding water if needed. Turn meat several times.
