Rub roast with pepper and garlic; place in slow cooker. Combine next 4 ingredients; pour over beef. Cover and cook on LOW 5 1/2-6 hours or until beef is tender.
Remove roast and keep warm. Strain juices into a small saucepan; skim fat. Combine cornstarch and water until smooth; gradually stir into pan. Bring to a boil; cook and stir 2 min. or until thickened. Serve with beef.
