In large skillet, cook beef with onion and celery until meat is no longer pink. Pour off excess fat.
In slow-cooker, combine meat, onion, and celery with remaining ingredients. Cover and cook on low for 3 to 4 hours. Spoon over toasted hamburger buns or French rolls.
