Brown ground beef and add minced garlic. Mix chili powder and flour in at the same time; mix well, all over, heat. Add water to make really thin, (not a gravy consistency). Add salt to taste.
Soften tortillas in tiny amount of hot oil--just takes seconds--, then in chili sauce mix; make sure both sides are wet with mixture. Layer softened corn tortillas on bottom of a 9x13x2-inch pan. Cover with meat mixture, onion and cheese. Layer second layer, omitting the onion. Top with cheese and pour rest of beat broth on top of casserole. Bake in 350 degrees for 15 to 20 minutes or until cheese is melted.
