Place in the crock pot in this order – Potatoes, corn, carrots, then meat mixture (see below).
In a large sauce pan melt margarine, cook onion and celery. Add meat to just barely brown it. Spinkle enough flour over and stir. Just enough to coat. Pour into Crock Pot. Then pour tomato soup over top. Cover and cook on low all day or high for 4 hours. “Do Not Stir until just about ready to eat.
