Cut round steak into 1 inch strips. combine flour, salt and pepper in a plastic baggie or container and coat the meat, then brown meat in a large skillet with 1/4 cup of hot vegetable oil.
Drain tomatoes, adding the reserved liquid to the meat. Add water, onion, garlic, and gravy master. cover and simmer for 1/14 hours or until meat is tender.
Uncover and stir in Worcestershire sauce.
Cut green peppers into strips and add to the meat. Cover and simmer for 5 minutes, then add drained tomatoes, stir and cook for 5 minutes and serve over brown rice.
