Chop bell peppers, plus onions and tomato.In a sauce pan that has a tight fitting cover, melt butter and sautethe onions until soft. Add rice and stir to coat rice with the butter, then add tomato juice, water, bouillon cubes, pepper sauce, chili powder and black pepper. Stir to dissolve the bouillion cube and bring to boil. Once the liquid reaches a boil heat to its lowest setting, cover and go away for 25 minutes.
