Cook onions about 20 minutes in a skillet. Do not brown. Cook zucchini for 10 minutes, covered. Add salt, pepper, and nutmeg and cook uncovered for 5 move minutes. Stir in flour. Add hot milk and cook over low heat until sauce thickens. Pour mixture into 8x10 baking dish. Combine bread crumbs and gruyere. Sprinkle over mixture. Bake at 400 degrees for 20 minutes.
