Spray 1 1/2 qt. casserole with a non stick spray. Heat water to boiling. Remove from heat, add milk, garlic salt, sour cream. Stir. Add potato flakes, mixing to combine well. Preheat broiler.
Spoon potatoes into prepared casserole. Sprinkle with onions and cheese. Broil 4-6 inches from heat for 60 seconds, or until golden brown.
Optional- Works good if you have a removeable crockpot. Put it under the broiler for 60 seconds, and then transfer to crockpot, keeping potatoes warm for a longer time.
