Brown ground beef, drain well. Add taco seasoning and water according to package directions. Let cool(for faster cooling put in the refridgerator).
While taco beef is cooling, shred lettuce, dice green peppers and tomatoes.

In a 9X13 baking pan (or foil pan for easier clean up) spread sour cream on bottom of pan, top with cooled taco beef, spread salsa on top of the taco beef, sprinkle with cheese, shredded lettuce, sliced black olives (or serve on the side), diced green peppers and tomatoes.
