Preheat oven to 180 (160 FF). Grease a 26 cm square cake pan. Line base with baking paper. Combine water, oil and cocoa powder in a saucepan. Whisk over medium heat until just boiling.
Meanwhile combine flour, buttermilk, eggs, sugar, and vanilla extract in a large bowl, stir to combine. Whisk in hot cocoa mixture, mix until smooth.
Pour into prepared pan, bake about 30 mins or until cooked. Stand for 5 mins before turning cake top side up on wire rack.
Choc icing- Whisk all ingredients in a medium bowl until smooth. Spread over cake and decorate with pecans.
