Preheat oven to 350.
In a medium bowl, sift together flours and set aside. Reserve about 50 of the large chunks of chocolate to place on top of cookies.

In a large bowl, beat butter and sugar until light and fluffy and sugar is complately dissolved approx 5 minutes.Add flours and mix on low speed. Add chopped Toblerone and knead dough together well.

|
Roll dough into small balls about the size of a large walnut. Arrange 1 inch apart on parchment-lined cookie sheet. Put one piece of the reserved chocolate on top of each cookie.

|
Bake until set and golden around the edges.
About 12 minutes.
