In a large sauce pan, combine the first four ingredients. Cook over medium heat until all sugar is dissolved. Gradually add milk and mix well. Continue cooking until candy thermometer reads 243 degrees. Remove from the heat; stir in vanilla until blended. Fold in the pecans. Drop by tablespoonfuls onto a parchment paper lined tray. Chill until firm. Melt chocolate wafers in microwave at 50% power, stirring at 30 second intervals until smooth and creamy. Drizzle over pecan turtles.
