Wash the beans and soak for 6 to 8 hours. Drain the beans and add the broth. Bring to a boil and cover. Reduce heat and simmer until done, about 2 to 3 hours.
Heat the oil in a skillet. Add the scallions and garlic, and saute until almost soft. Add the sauteed mixture to the beans. Stir in the remaining ingredients. Simmer until done, about 35 to 40 minutes, adding additional water if necessary.
