Preheat over to 350 F. Butter and flour an 8 1/2 inch to 9-inch square or round cake pan. To make streusel, combine brown sugar and cinnamon, nuts and flour. Cut in butter to make a crumbly mixture. Reserve.
In a large bowl, with an electric mixer, cream butter, add sugar and cream until light and fluffy. Add eggs, slowly beating all the time. Beat in vanilla.
In separate bowls, combine sour cream and baking soda. Stir together flour, baking powder and salt. Beat dry ingredients into butter mixture alternately with sour cream mixtures, starting and ending with dry ingredients. Spread half the batter in the prepared pan. Sprinkle cranberries over batter and then half of the streusel over cranberries. Cover with remaining batter. Sprinkle with remaining streusel. Bake for 45 to 50 minutes, or until a skewer inserted in the centre comes out clean. Cool in pan. Run spatula around sides and lift onto serving platter, streusel side up.
