Squeeze zucchini dry. In a large bowl, combine dry ingredients (use only 1/2 tsp nutmeg). In another bowl, beat the eggs, brown sugar, oil, OJ, peel and vanilla. Stir into dry ingredients just till moistened. Fold in raisins and zucchini. Fill muffin cups 2/3 full. Combine sugar and 1/4 tsp nutmeg; sprinkle over batter. Bake at 350 degrees 18-22 minutes.
