Mix flour, salt, sugar, and yeast in a bowl. Make a small well in the center and pour in milk and water. Mix with a wooden spoon, beat vigorously to make batter smooth. Cover with a cloth and set in a warm place for one hour. Batter should double in bulk. Grease a skillet or griddle and round cookie cutters. Arrange the cookie cutters on cooking surface and start heating. Fill each cookie cutter 1/2 full. Cook 5-6 minutes until bubble appear and burst the bubbles. Remove rings and turn cooking on the other side 2-3 minutes. Serve with butter and jam.
