Ina medium bowl, combine yogurt, buttermilk, and mayonnaise. Mix well. Add horseradish, mustard, parsley, dill, celery seed, and pepper. Mix well. Place the dressing in a serving bowl and serve immediately. Or, to prepare dressing in advance, cover the bowl with plastic wrap and store in the refrigerator for up to 4 days. Alternately, combine all dressing ingredients in a jar with a tight fitting lid. Shake well to blend before serving.
