Place meat in large roasting pan. Cover with garlic, onion and green pepper. Arrange celery, carrot, and potatoes around meat. Mix soy sauce and Worcestershire into tomatoes and tomato sauce to roast along with wine, if using. Add salt, pepper and remaining seasonings. Cook in preheated slow oven (250 degrees) for 4 to 5 hours or until meat falls apart when prodded with a fork.
