Clean and boil shrimp. Mix in a large bowl- vinegar, lemon juice, salt, papper, catsup, mustard, and horseradish. Slowly add 1 cup oil beating with mixer on slow speed. Add celery and onion.
Marinate in refrigerator at least 2 hours. To serve, shred lettuce on a large platter. Spread shrimp over lettuce and pour dressing on top.
