In a zip lock bag, put flour, salt and pepper and rosemary. Place beef pieces in the zip lock and coat with flour mixture. Put olive oil in hot dutch oven then brown meat. Remove and set aside.
Add onions and garlic to the dutch oven and brown
Add beef back in the dutch oven
Add burgundy, broth and puree
Simmer for 1 1/2 hours
Add the carrots and green beans and continue simmering for 40 minutes.
