Mix butter, flour, oatmeal, baking soda and brown soda together; put half of mixture into a 9x13 inch pan. Bake for 15 minutes at 350.
Mix and boil remaining ingredients for 5 to 10 minutes over medium heat, stirring constantly. (Filling may be cooked in microwave for 10 minutes on HIGH; stir after first 5 minutes.) Pour filling over crust; spread remaining crumbs over top. Bake for 20 minutes at 350.
