Combine flour, sugar, brown sugar, baking soda, cinnamon and salt in large mixer bowl. beat eggs, oil and vanilla in small mixer bowl; add to dry ingredients. Blend well. stir in carrots, mini chips and walnuts. Pour into greased and floured 13 x 9 inch pan. Bake at 350 degrees for 35 to 40 minutes or until cake tester comes out clean. Cool completely; frost with cream cheese frosting.
