Peel potatoes and cut into large chunks and boil for 15 - 20 minutes. Drain potatoes and then place in a bowl of ice water to cool. Dice scallion onions including the green stalks. Combine the mayonnaise, sour cream, and mustard and mix well. Drain potatoes again and combine the dressing mixture, potatoes, and scallions and stir well. Place bowl in refrigerator to set the salad for at least 20 minutes.
