Combine sugar and milk in saucepan; bring to a boil. boil, stirring constantly, for 10 minutes. Melt butter and chocolate chips in top of double boiler over hot water. Add milk mixture gradually to chocolate mixture, beating constantly. Remove from heat; beat vigorously until candy loses its gloss. Add vanilla and nuts. Pour into 8 x 12 inch buttered pan. Cool, but into squares.
