Heat oven to 350. In large mixer bowl, combine all crust ingredients. Beat at low speed, until particles are fine. Press onto bottom of 9x13 pan. Sprinkle pecans over crust.
In 1 qt saucepan combine butter and brown sugar. Cook over medium heat, stirring constantly, until mixture comes to full boil. Boil 1 minute, pour over pecans.
Bake for 18-20 minutes or until filling is bubbly. Take out of oven and immediately sprinkle with butterscotch and chocolate chips. Allow to melt slightly. Swirl chips as they melt with a knife. Allow some to remain whole for marble effect. Cool completely. Yield 3 doz.
