Sift flour, baking powder and salt together twice. Mix sugar and cocoa in large bowl until blended. Beat yolks until thick and add to sugar mixture; add water and vanilla. Stir well. Add 1/2 of flour mixture; stir 25 strokes. Add remaining flour mixture; stir 50 strokes. Beat whites to form stiffly pointed peaks. Fold gently into batter using 20 to 25 folding strokes both clockwise and crosswise. Pour into 9 inch layer cake pans. bake at 365 degrees for 25 minutes.
