Combine the flour, baking powder, salt and baking soda;

In a separate bowl, combine oats and juice; let stand for 5
minutes. Beat in the egg, oil and sugar until blended.
stir in flour mixture just until moistened. Fold in blueberries.

Fill greased or paper-lined muffin cups two-thirds full. Combine
topping ingredients; sprinkle over batter. Bake at 400 degrees F for
20 minutes or until a toothpick comes out clean. (I suggest reducing heat by 25 degrees for
the last ten minutes if using low-fat or cal variations)

Cool for 5 minutes before removing from pan to a wire rack.

Use any kind of juice, be creative. Try using half wheat flour and half white flour I swear it's still delicious!!
