Steam cabbage until leaves wilt and remove the leaves as you go,
working inwards on the head. Cook rice. Let cool. Mix raw beef,
onion, egg, and rice. Scoop a small handful into each leaf and
wrap together, holding together with toothpicks. Heat the
tomatoes through, adding a pinch of sugar, and the remaining
cabbage. Pour tomatoes over top the cabbage rolls and cook 350
for an hour and a half
