In bowl, mix together dry ingredients. Measure oil, vanilla and vinegar into same cup, add to dry ingredients, pour the 2 cups water over both the dry and oil ingredients and mix. Pour into a 9x13 pan, sprayed with Pam (or similar). Bake at 350 to 40 minutes

Cocoa Butter Frosting- 1/3 cup soft butter; 1/3 cup cocoa; 2 cup podered sugar; 1-1/2 tsp. vanilla; about 2 Tbsp. milk. Combine butter and cocoa, mix thoroughly, blend in sugar, stir in vanilla and milk until smooth. Frost.
