Preheat oven to 300 degrees. Wrap tortillas in paper towels and heat in microwave. Brown beef and onion in skillet. Season with 1 teaspoon pepper. Sprinkle each tortilla with 2 Tablespoons cheese and top with 1 1/2 Tablespoons meat mixture. Roll tightly and place in sprayed 9 x 13 inch baking dish. Heat soup with milk. Pour over enchiladas. Sprinkle with remaining cheese. Bake for 20 to 30 minutes or until hot and bubbly.
