In medium mixing bowl beat flax seed and water with fork, stir in oil, and vanilla. Blend in 3/4 cup sugar until mixture thickens.
In spearate bowl, blend flour, baking powder and salt; add to above mixture and blend until smooth. Roll dough into 1-inch balls. Mix 1/2 cup sugar and cinnamon. Roll balls in sugar mixture.
Place on ungreased baking sheet, 2 inches apart; criss cross with fork. Bake 8 - 10 minutes. Remove immediately from baking sheet.
