Stir together flour, sugar, baking powder, baking soda, salt and poppy seeds, set aside.
In large bowl, combine All-Bran cereal, milk, egg whites, oil, lemon zest and yogurt. Let stand about 5 minutes or until cereal softenes. Add flour mixture, stirring only until combined. Spread evenly in 8x8 greased pan.
Bake 350 for 25 minutes or until tests done. Cool and dust with powdered sugar before serving.
