Combine sugar, margarine and evaporated milk in heavy saucepan. Bring to a boil stirring constantly. Reducue heat to medium and continue boiling for 5 minutes (234 degrees on candy thermometer). Stirring constantly to avoid scorching.
Remove from heat and stir in chocolate chips until all are melted. Add vanilla and marshmallow creme. Stir until smooth and creamy. Place in 9x13 inch pan that you've lined with foil and brushed with shortening.
Cool until hardened and then cut in pieces to serve.
