Saute onion in the margarine over medium-high heat in a sauce
pan until soft, about 3 minutes. Add the flour and cook, stirring
constantly, for 1 minute. Gradually add the broth and stir the
mixture until it is blended, Add the broccoli, tarragon, garlic
powder, thyme and black pepper. Bring mixture to a boil
Reduce heat, cover and simmer 15 minutes for 5 minutes. Add a
quarter of the soup at time to a blender and blend at a medium
speed until the soup is smooth. Return the blended soup to a
saucepan and simmer it until its heated through. Serve hot with
shredded cheese on top.
