In a saucepan, melt margarine. Add milk and 2 tablespoons of the taco seasoning mix.
Remove from heat and stir in potato flakes. Press mixture over the bottom and up the sides of an ungreased pie plate.
Cook ground beef, onion, celery, and drain. Stir in beans, barbecue sauce, water and remaining taco mix.
Cook and stir until bubbly. Turn into mashed potato crust. Bake uncovered at 350 degrees for 30-45 minutes. Top with shredded cheese, lettuce, and tomato.
