Bake potatoes at 375°F for 1 hour or until easily
pierced with a fork.
In a large, nonstick frying pan, over high heat,
brown beef for 5 minutes. Add onions, peppers,
parsley, mustard, basil, thyme, and red pepper.
Cook together for 3 minutes, then reserve 1/2 c. of
this mixture.
Cut off the tops of the potatoes, and dig them out
to make shells. Mix the scooped out potato with the
larger portion of the beef mixture. Spoon into the
shells and mound.
Sprinkle with reserved mixture.
Reheat in oven for 5 minutes, then serve.
