Combine cilantro, basil, shallots, olive oil and lemon juice. add 1/4 teaspoon salt and 1/8 teaspoon pepper
coat pan with cooking spray and put fish on medium-high heat with 1/4 teaspoon salt and 1/8 teaspoon pepper over fish. cook for about 4 mins on each side. serve with sauce
