In a large Dutch oven, combine ribs and cold water to cover. Bring to a boil over high heat. Reduce heat to low; simmer for 10 minutes. Drain well. While ribs are simmering, prepare the marinade. In a large shallow glass or ceramic dish, combine the ketchup, vinegar, honey, soy sauce, garlic, thyme and red pepper. Mix well. Place ribs int eh marinade, turning to coat. Cover the dish with plastic wrap; refrigerate for at least 4 hours or overnight. Preheat oven to 350 degrees. Place ribs on a rack in a large roasting pan and cook, basting frequently with pan juices, until browned and tender, about 40 minutes. Serve immediately.
