Heat oil in large skillet over medium-high heat. Sauté onion and garlic. Add beef and sauté until brown. Add chili powder, oregano, and sugar; stir. Add beans, corn and tomato sauce. Cover; simmer until beef is cooked through. Mix in cilantro and lemon juice. Season with salt and pepper if needed. Serve in bowls over tortilla chips. Top with cheese and sour cream.
