I mixed my meat up like I would have a meatloaf and stuff whole peppers. stand the filled peppers up, make sure they fit tight. add 1 cup hot water, beef broth or a can of diced tomatoes, cook on low for 8 hours or high for about 5. I topped mine with a mixture of ketchup, brown sugar and worcestshire sauce the last 45 minutes while my potatoes cooked
