In saucepan sauté garlic and onion onion in butter about 3-5 minutes. Stir in flour and cook for 1 minute. Slowly whisk in cream and broth to make a roux and continue cooking until boiling.
Stir in Romano cheese, lemon juice, hot sauce, and salt. Stir until cheese has melted. Remove from heat and cool 5 minutes.
Fold in spinach, artichoke and Monterey jack cheese. Put in baking dish and sprinkle more Monterey jack cheese on top. Bake 375 for 25-30 minutes until cheese on top is golden and bubbly.
