Blend together flour, cocoa, baking powder and salt. Set aside. Cream together butter, peanut butter, and sugar. Add eggs and vanilla and beat well. Alternately blend in dry ingredients and milk, beginning and ending with dry ingredients. Batter will be gooey. Push heaping teaspoon-fulls onto ungreased cookie sheet. Use spoon to spread each heap into a rounded circle. Bake at 350 degrees for 7 minutes. Have large marshmallows already cut in half and ready to put on cookie. Return to oven for 1 minute. Press down marshmallow immediately. Cool completely before icing.
