Fry bacon and remove to cool. Add carrot, celery, onion and garlic to bacon grease and saute until golden, add flour until grease is absorbed. Set aside to cool.
Boil cubed potatoes until firm. Slice chicken breasts into strips, flash cook with salt/pepper to taste until center is only slightly pink.
In large bowl add cooled, boiled potatoes, cheese, sour cream, sauted veggies, crumbled bacon, and flash cooked chicken. Salt and pepper to taste and mix completely. Pour into large casserole dish and spread evenly.
Bake at 350 degrees until bubbly (about 25 minutes), remove from oven stir and add green onions. Serve
