In a large bowl beat together butter, sugar, and lemon extract until fluffy. Add flour and almonds and beat at low speed until blended. Cover and refrigerate 1 hour. Shape a tablespoon of dough around each candy kiss, covering completely. Roll in hands to form a ball. Bake at 375 F. on ungreased cookie sheets for 8-12 minutes. Cool completely. Sprinkle with powdered sugar. Melt chocolate chips and shortening together and drizzle over cookies.
