Prepare pasta according to package directions. Melt
butter in pan, whisk in flour til smooth. Cook,
whisking constantly 2 minutes. Gradually whisk in
milk and cook, whisking constantly 5 minutes or til
thick.
Remove from, stir in salt, pepper and red pepper.
Add pasta and 1 cup cheese.
Spoon into lightly greased 2 quart baking, top with
remaining cheese.
Bake at 400 degrees for 20 minutes or til bubbly.
Let stand 10 minutes.
