Mix together flour, oatmeal, soda, salt and sugar. cut in with pastry blender butter. Save 1/4 cup for topping. Press remaining mixture into 13 X 9 inch greased pan. Bake 10 minutes at 350 degrees. Set aside to cool.
While that is cooling melt caramel and evaporated milk in heavy saucepan. Spread over cooled crust (this is much easier when caramel is hot and crust is cool.
Sprinkle on chocolate chips, walnuts and remaining topping mixture. Bake 10 minutes at 350 degrees. Cut while warm and remove from pan when cool.
