Mush garlic and pepper to a fine pulp. Put 6 T. Crisco in heavy pot, add celery, bellpepper, leaf onions, garlic-pepper and tomato sauce. Saute for awhile. Then add rice. Add approx. 5 c of water (add water to first line on finger from top of rice). Add salt to taste. Finish as you would cook white rice. Bring to a boil and simmer until rice is fat and fluffy
